Explicitly defining the SHELL variable in the harvester Makefile, improves cross-platform behavior.
On some Linux (e.g. Ubuntu) /bin/sh is not Bash but instead Dash. Attempting to run migrations, results in "bad substitution" messages instead of the SQL migrations being run.
