Dropdown select that allows for a user to set the reference line used by the 2nd y-axis. Options are Citywide, Manhattan, Bronx, Brooklyn, Queens, Staten Island.
Needs a design, probably something that makes it clear to the user that they can change the reference line. e.g. "Select reference line: "
Considerations:
UX: What happens when a user selects Borough in Filter by Boundary? Do we allow for a reference line for the same borough as primary or secondary to be drawn? Or do we limit the reference option to Citywide?
UX: What reference line should be the default? Citywide? Should this be stored in the query params?
App logic: when the app first loads it will need to fetch data for Citywide, Borough, and geo used for setting primary and secondary.
