Tooltips and labels for selected areas

Brought up as a usability item in regards to https://github.com/GreenInfo-Network/nyc-crash-mapper-chart-view/issues/73 but also a nice human-readability gain.

• Select an area type e.g. NYPD Precincts. See that polygons load onto the map.

• These areas have tooltips, being just the identifier e.g. "107"

• It would be nice if these were human-readable, e.g. "Community Board 123" and "NYPD Precinct 222" In some cases such as boroughs and intersections the identifier is fine as-is, but other could be nicer with more words.

• Select a specific area. See that its short identifier appears on the right-hand sidebar.

  • In the case of an Intersection, note that the names are too long to really fit and are cropped.

• It would be nice to add a tooltip to see the full name of the location. Ideally this would follow the same "prettier" format as mentioned above for polygon mouseover tooltips.

Here we go: nicer mouseover tooltips on the polygons, and added tooltips to the area selections on the right-hand sidebar.
