[WIP] Address Search and Crashes Filter #81

Work in progress. Proof of concept to help resolve #76

[x] Text input that allows a user to enter an address to search by
[x] Form submit geocodes text input
[x] Result read out to user, asks to filter by location
[x] Map displays marker of search result
[x] Map zooms & centers to search result
[ ] Button click filters crashes by result with a buffer of n meters

Dan and I agree, that this is a neat idea. Casting out a circle from an arbitrary address, does provide one view of what the client had wanted, separate from the "crashiest intersections" thing as well. I'm going to add to #76 some more specific bullet items.
