Feature branch for updates to the building scorecard.
There are several TODO notes here and currently some files are duplicated for easier reference on initial development. The original files that have been duplicated are now named with -old at the end (eg building_scorecard-old.js) to denote that and will be removed before release.
Once this branch achieves basic framing out of the app per the new designs, additional PRs will work to update charts.
