CBPS error state #35

This may have come up elsewhere, but opening a new issue:

Shouldn't the whole section be hidden in this case?

Looks like these are buildings with no CBPS_Date but a CBPS_Flag = TRUE

So this is a duplicate of #29

I'll close here and follow-up over there
