Data update 2022

Initial upload of 2021 data update is working but Energy Star and EUI scores are not properly displaying (at least)

Check formatting issues

• [x] Remove NA and replace with blanks (or whatever was previously used for no data)

When all checks complete

• [x] Join with existing 2020 data seattle_buildings_master_copy_for_update2020

When replacing NA with blank, I'm noticing some unexpected blanks in the following fields:

• city, state (fixed)
• zip (~50 blanks, not fixed)
• councildistrict (13 blanks, not fixed)

There is one new field EPAPropertyType. I'm leaving this in, but it is not used in the application, and it will be blank for all years except 2021
