Description

Adds geolocation and displays a basic Google map of Chattanooga. Next PR will show the stations on the map (this one has gotten way too big 🙁 ).

Other things in this PR:

Test Suite stuff:
- using capybara-screenshot to have screenshots automatically taken when a feature spec fails
- fix intermittent failures in JS enabled specs
Configures review apps to automatically have a worker dyno spin up so that jobs are processed as expected
