Add `Chapter` concept to organize separate parts of Scenarios #128

Interesting idea from Clayton:

Chapters might be used to define a subset of cards, events and eventcards

Chapters could also be useful to make it easier to visualize how a scenario is structured.

This could be implemented using the new CardTree structure in the content utils. See https://github.com/Muthaias/swipeforfuture-content/pull/2 for details.

Also, CardSequence will further expand the abilities to add chapters.
