Create User Roles System

User roles should be created allowing specific data to be accessed on the following levels

• per row
• Column level
• Table level

This will include:

• Entity managers (allowing specific users to have access to data that is ascribed to entity_id's that they have access to.

@dadiorchen I believe they will be the same but we will have to check with @deepwinter on this one.

If someone is the owner of an organization, they should get control over the data from all entity_ids that have their organization's entity_id field from the planter_table.

This may allow them to transfer tokens from those entities as well, which must be thought about.
