Implement basic login / user account feature for Admin Panel Users.

Short term goal:

Delegate the verification process to individuals without giving away a master login.

Future goals include:

defining different user rolls and access based on tasks and specific data sets. In the future, this will allow us to let organizations process their own data.
tracking admin panel user activity.
