Added: Destilled Water as valid reactor coolant Changed: Rebalanced reactor fuels (1/4 the emission/self; 2X the factor; 1000X the durability) Changed: IC2 Coolant makes fuel have 4 times the emission/self and half the factor Changed: Durability consumption of reactor fuel now based on emitted neutrons Added: Optimal reactor fuel neutron output, getting close to it lowers durability consumption Changed: Reactors only update neutrons every second rather than every tick

These changes make building new dangerous water cooled critical reactors possible, making the new sensor actually useful. Although the fuels have been rebalanced (to be the baseline for any new coolants), the changes to the IC2 Coolant revert this, so it's compatible with old reactors.
