make item tag filters great again! #2189

Feature Description

Put white and black list configs for the Item Tag Filter for easier filtering in stuff like ore processing chains, and some confirmation slots to make sure the item filtered does filter. image_2024-10-15_152835419 (make them like the ones from Nomifactory's Ore Dictionary filters)

they more of need to be fixed in the first place they hardly work, it's on the list
