Soft mallet can reach 0 durability without breaking #1487

Expected Behavior

Tool breaks when reaching zero durability

Actual Behavior

Tool does not break when reaches zero durability

Steps to Reproduce

1) craft/gift soft mallet 2) enabled/disable machine 3) repeat 2) till durability reaches 0

Additional Information

When fixing this check other tools with similar functionality if they behave correctly

Although this behavior is admittedly strange, it is consistent with vanilla, which does allow tools to have an extra use at 0 durability.
