Your fluid input hatches are (very likely) not big enough.
You can use (max EU/t expected output / rotor efficiency) * 2 L steam per EU * 10
to get the L of steam required to start the turbine.
Given the provided information, you would need 32,768 L of steam to start the turbine, and ~3,277 L/t of steam for 100% uptime
Thanks! I didn't know that, but now it works!
Going to reopen this issue as a place for potential improvement, perhaps a UI indication or tooltip to let players know you need that much fluid to start. Perhaps just a line in the controller's UI stating "Not enough fluid to run! Needs X" or similar

Actual Behavior
The turbine interface showed that the steam tank had been filled but the machine did not start.
Steps to Reproduce
1) Form multiblock with MV in/out hatches, HV dynamo, HV rotor holder, Neutronium rotor. 2) Perform maintainance by using tape. 3) Input steam into the turbine.

The space in front of the turbine is empty.
