Expected Behavior

When there are conditionally glowing blocks or TE's in the world, all passively glowing blocks are not working. Even if there is only a conditionally glowing machine, his Emissive effect will fail.

Actual Behavior

Emissive effect will fail.

Steps to Reproduce

1.Place a block X (which is not a te) with Emissive texture. 2.Place any machine in ceu. 3.X's Emissive texture is nolonger working.

I have two devices one has 6900xt and another one has 2060. this issue may only exist on AMDGPU ,and if u set "Use VBOs" to off, the issue will be solved. When tested on RTX2060Laptop I cannot reproduce the issue either.

I have the same issue with conditional glow, plus the issue of bloom effects disappearing depending on the angle of view, exactly as #1343

Can confirm that turning off "Use VBOs" fixes both.

GTCEu version: v2.6.2-beta

Modpack: Nomifactory CEu
