To make them actually scale with tiers, I think Multiblock Machines should have component blocks as part of the Multiblock Structure. So for example the Plate Bending/Forming Press should take Motors and Pistons of the tier to make it operate. My current idea for those Component blocks is just Component (lets say Motor) plus a Frame of the current Tiers Material (lets say Rhodium Plated Palladium) to make an LuV Motor Casing, the Multi then requires 2 of those and 2 Piston ones.
Those Casings can decide at which tier the recipes are done, so if you have HV Component Casings and an EV Energy Hatch, it will do 4 recipes at HV Voltage at once, consuming 1 EV.
With this, the OP Parallelizing can be removed.
Replace the Multi Use Machine with Multiblocks for each involved one. With the changes 1 and 2 this will be necessary because of the Component Casings, also it makes no sense that the Extractor and Replicator have the same cost.
Add a Multiblock Massfab. How is that not a thing? :)
EDIT: Multiblock Decay Chamber and Chemical Dehydrator, Cluster Mill, might remove Singleblock Decay Chamber.
Change the Alloy Blast Smelter to output Hot Molten Metal which requires a Freezer to turn into Ingots, also make the Alloy Blast Smelter require Coils like the EBF. Also add Alloy Smelter recipes (for things like Electrum) to the Alloy Blast Smelter.
