move ObjSense and GapReader to SCIPSolver #71

I do not feel responsible for the ci to fail. How do we resolve this?

I think #45 shows that you are quite responsible for the fail ;). I removed the old README from the setup.py.

I decided to extend the solu file by objective sense information. Then, these changes do not make sense anymore. (Except for the gap reader).

Can you then please add the changes concerning the GapReader to your pull request? I will close this.
