update python versions in travis

The old and tested python versions are vanishing from the package managers and it would be good to have newer python versions working with IPET.

I don't understand what happens to travis here and why it does not appear in this pull request. The runs are here https://travis-ci.org/github/GregorCH/ipet/builds/744877741 and appear to work now.
