Add proper support for Cybersyn to Train Upgrader #26

only upgrade trains that are waiting at the depot
remove trains so they can't be used until they return to the depot
add an extra record if train is "Require same depot"
this fixes https://github.com/GregorSamsanite/nullius/issues/25

Just tried this PR on my Nullius base upgrading to tier 3 and it worked perfectly 👍 Only pulled trains from the depot and cybersyn marked them as unavailable while they upgraded and then returned them to work before they hit the depot again. Cheers @jagoly!
