Add dockerfile and example docker-compose for building and running TMO #68

Adds dockerfile to make running tmo easier and faster, it also works on arm64 machines. I added a basic docker-compose that also downloads 1.20.4 jar to make it easier to setup. It also removes old and unused .gitlab-ci.yaml.
