docs: add `max_output_file_size` parameter to TWCS documentation

Updated the Time Window Compaction Strategy (TWCS) documentation to include a new parameter, max_output_file_size, which sets the maximum allowed compaction output file size. This change is reflected in both English and Chinese versions of the user guide across multiple documentation files.
