Thanks for contributing! Before merging, can you please explain the overall intent of the PR? Specifically, I'm hesitant to provide images or additional data to provide references to a specific geography for the test network. I've had several interactions where test system results were erroneously attributed to represent issues faced by power systems in the region. I suspect your contribution has significant value, but I want to be responsible about the encouraging appropriate uses of the dataset.

I've found the gis representation helpful for visualizing results and the raw dataset. Your concerns are valid, I have deliberately left off a basemap and geopolitical boundary layers for this reason.

Semi-related, the figure here https://github.com/bluejuniper/RTS-GMLC/blob/master/node_re_basemap.png looks like it includes locations for PV plants and possibly other resources. Is that the case, and if yes, are those locations available?

I'll merge. I'm also planning to finish and merge #100 in the coming weeks, so I may request additional changes if needed.
