hydro generating costs #61

For obvious reasons the heat rates for hydro in source data (gen.csv) are zero resulting in zero costs for hydro generation.

Also, the piecewise linear costs for hydro in RTS.m are zero as well. Is the intention to keep them zero or to update them in the future?

I don't have a source for information on non-zero heat rates for hydro units. If you can provide one, I'd be happy to include the data.
