Columns missing in gen.csv (Heat rate info) and RTS.m (4th power/cost segement) files #73

It seems that in the current version of gen.csv file (SourceData), the following columns are missing.

Also, the 4th segment (power/cost point) of cost curve in 'mpc.gencost' is missing in RTS.m file.
