function and file names should match for MATPOWER file #77

Currently the file name is RTS.m, but the function name inside is RTS96. They should be the same, either both RTS or both RTS96 (I'd vote for the latter). Matlab doesn't complain, but Octave (an open-source Matlab clone) does.
