Isolated bus #89

Is there any reason to have an isolated bus in the data source? The current Matpower file has a type 4 bus.

Both MATPOWER and the load flow simulators (PSS/E,PSLF) support this. My understanding is that the situation frequently arises in design work since engineers consider many development options and can simply "turn off" a line to remove one option or another while keeping the complete dataset intact.

I can also confirm that type 4 buses occur often in realistic datasets. However, I do not recall any being in the original RTS specification, did you introduce one?
