RotationBreak (nuker) Check #1196

Feature description

Pretty much same as RotationPlace, but for breaking blocks instead of placing them

for anyone who would want to pr this you would need to check if players ray intercepts with the block hes mining for. part 2 could be if hes mining the block withhin possible distance (4.5 blocks for survival, 6 for creative) essentially this would also be useable for reach block intercepting check

I checked, and actually, FastBreak is flagging the Nuker module so everything should be fine

I have no idea why nuker flags Fastbreak, but it can be easily be bypassed by enabling negativetimer (0.9x works), and having a sufficient delay between breaking blocks.
