Setup Actions to support testing and building push of new features onto main.

Goals

• [ ] Create new issue requesting documentation updates on pull request
• [ ] Implement CI/CD practices
• [ ] Automated version monitoring, requests to update change log

• [ ] Displays test statistics
• [ ] Show testing coverage
