Fix for WA Timber Rights Parcels #56

With this fix, land use activities will no longer show on WA's timber rights parcels. This was a little incision into the is_incompatible_activity function in the activity_match.py file, just prevents those fields from populating. I think this is more accurate since timber rights type is just associated with... timber as the land activity, but if upon review we feel that some of the activities SHOULD show up, happy to discuss.

Wait, we do NOT want the 'changes to WY and MT files - OLD' commit, that was old.
