Old GTS perks not being granted through the usual research.

certain perks like wet works and vulture do not appear in the research rewards. they used to be from sectoids and alien encryption respectively but despite having done these they were not granted to begin research.

Vulture is now a resistance order, wet work i think is gone in general.
