exo suit localization #119

the ability description of the exo suit servos says it sets mobility to 14 whereas the equipment description states that it can't go under 14 making it a bit unclear on how it behaves

Also exo doesnt seem to be working. Got two different soldiers with different gear, and both go below 14mob.

It's supposed to be set to 13 mobility, not 14.

will try and get a save later but similar to arubiano, i had a case of 12mob and 13mob (this i forgot what it was) so it doesn't seem to be working regardless
