2 years ago I think lost are forced to not appear if the mission is a sweep or something, and have a FL 5 requiriment.

Some missions with the lost sitrep have them and sometimes it doesn't. Unsure the reason and haven't noticed any clues. I have fought lost in crate missions but doesn' t seem like it appears anywhere else.
