Implement live-reload for the theme and associated data files:

[x] Allow context and assets to be rebuilt between frames, saving persistent state
[x] Setup to optionally read resources from files
[x] Watch files so a change triggers a context reload.
[x] Additionally allow hot-swapping to a different theme, not just the same one.
