Fix Toaster Notifications #267

Currently on GrooveOtter if you like someones task they do not receive a notification of the person that liked their task. This used to work consistently on our platform, but has been broken in recent months.

Just to clarify, it appears to me as if all toaster notifications are broken in general. Is that true? Or are they working anywhere in the app in production?
