groovy-mode has the same issue described in http://emacs.stackexchange.com/questions/2864/symbols-function-definition-is-void-cl-macroexpand-all-when-trying-to-instal

Matthew, Can you be more specific about the problem you believe exists in groovy-mode? As far as I can tell we don't use any cl- functions.

I think this is from the groovy mode on marmalade as it is quite old

It seems that there is a real problem here. Issue #7 reports the problem with the version of groovy-mode.el from MELPA and it seems to be the same as master/HEAD. I suggest focussing discussion there rather than re-opening this issue.
