Create db user #21

The user can now choose if he want to create a new user or take his existing user. resolve #19 fixed #19

I tested it at home and it works perfect. The only thing I find confusing is that the initial .htaccess should take INSTALL.php as the index file, and after the setup has completed successfully it should be api.php.

I really love it. You are clearly talented with php:)

When do you merge this?

No problem. But please merge first, then it is easyer for me to do this.
