Could it be that the import was run two times? If you import and then import again, the second time would in fact match a contact.
Can you provide steps to reproduce the bug? If so, I will go after it right away - sounds pretty onerous.
Import results page reports "updated matching contact" even when lead created. Also seems to return that string when a matching lead was found and nothing happened.
It might be a result of browser cache.
