online payments: should skip creating opps when new subscription submitted as Declined #13

currently, if plone passes in a new subscription transaction w/ status Declined, our code creates a RPP and an opp as if it were a successful transaction. It should probably log the notification and that's it, or perhaps log a single Closed Lost opp.

Note that this is code in 2dev, not GWBase. I'm not clear if we track issues in 2dev here, ApexTrac, or some other way!
