I as a developer want to create a list of parking decks so that we can have a basic page that is similar to what our final app will look like.

Data can be filled in manually
Names of decks should probably be stored in res/values/strings.xml
Later on deck names may come from our API call
May need to revisit this issue as a part of #3 depending on how the new framework effects this element
