Maybe I'm just unlucky, but I don't think any version of Ars Magica 2 I've played with(including the old 1.7.10 version, and in 1.10.2 as well) in conjunction with Biomes O' Plenty has allowed for moonstone meteors to fall on top of the new soil types added by the latter, despite them being the surface material of the biome.
I can confirm they are indeed falling at all, but it's only happened in places where the grass blocks are vanilla grass. This is what leads me to believe that it's BOP's new soil types that are simply not registering as valid places for the meteors to land.
