[Suggestion] Add in a config to disable spell's requiring reagents #241

Suggestion taken from the Curseforge page. Notable example: Banish Rain requiring Arcane Essence per cast.

If someone is fiddling with this it'd be awesome to set a reagent requirement on all spells.

Alternatively, I could appreciate disabling natural mana regen, and require either mana potions be used, or eating/consuming Vintium Dust. -- As a config of course!

Though I have already suggested that a couple times. A config would be nice.

Just to confirm, this is looking for configurable mana regen rate, as well as the option to configure reagents for all spells?

More or less, that's what were saying. The original suggestion was just to add changeability to spell reagent costs, or disable reagent costs all together.
