Basically I tried using Swift Swim on myself and it didn't make a difference so I started testing it on zombies and it didn't seem like it did what it was supposed to but I'm not certain because mobs like to bork out in water and constantly jump so the mob side might work
It was an issue in the 1.7 version too.
I am using the latest 1.10 version.
