How to deal with frames of other QUIC extensions #102

Section 11 has a list of permitted and not permitted frames, we should probably make it more explicit that the list isn’t exhaustive and that frames that are introduced by future QUIC extensions should be handled on a common sense basis (or similar)

Also, Reading the list, why are ANNOUNCE and JOIN frames not allowed? It would make failovers more easy to handle when you know this channel will soon close (for whatever reason) and clients should switch to an new one
