What is happening:
The item simply does not work on any 970 legendaries I attempted to use it on (as of writing Antorus is open and ilvl 1000 legendaries are dropping). On use an error message pops up "No valid targets"
What should happen:
The legendary item you can buy for 300 wakening essence from blacksmith in Dalaran is supposed to raise your legendary item's ilvl to 1000 if it dropped in earlier patch and was lower ilvl (970).
