Guake doesn't open when another window is "Always on top" #224

Steps to reproduce:

Note that if the "always on top" window has focus, guake opens normally.

Window manager is Unity2D (Ubuntu 12.04), not sure though if that's relevant.

Guake settings:

"Stay on top" and "Hide on lose focus" are both disabled.

I can reproduce the problem. When both settings are disabled, guake displays but fails being hidden (look like the hotkey is lost). I actually don't like the "hide on focus lost", and stay on top, I would change it to a choice of behavior between "appear on top of all window and hide on focus lost" or "just bring the terminal to top if no other topmost application are here"

Should be fixed. Can this be reproduced?
