Loiter Issues update #34

What steps will reproduce the problem?
1. From stabilize mode to Loiter
2.

What is the expected output? What do you see instead?
The Hexacopter should hold the position and height; the Hexacopter drop from 
the sky instead. Turn off the Loiter to Stabilize mode for recovery. Not sure 
if it will just drop to the ground.

What version of the MegaPirateNG are you using?
2.8R3

Please provide any additional information below.
ALT HOLD without GPS work well, check GPS function correctly (Using Flight 
Planner and Test GPS). Have not check the LOITER PID yet.

I use AIO Pro V1.0; GPS set as u_blox in config.h
