Allows new users to log in correctly #191

The send email function was causing errors because new users logging in normally are not required to submit their email.

Wow, this has been sitting here for a while!

I tried running the tests with the master branch. It looks like the failing test is happening because of an earlier change. Still tracking down the problem.
