Ch7out and CH8out zero #538

What steps will reproduce the problem?
1. Load hexacopter 2.9 firmware X configuration
2. open APM planner 1.2.32. See status for channel ch7out,ch8out 
3. set servo function to 10 or 1. 

I saw this also in 2.8.1

What is the expected output? What do you see instead?

Channel 7 and 8 have output 0. 

No servo movement - they are completly disabled. 
I persist even moving channel function to other values.

I set gimbal roll to ch11. WORKING
I set gimbal tilt to ch10  WORKING
I set gimbal servo trigger to ch7 NOT WORKING
ch7optional is set to servo triger. 

When swapping channels - servos -> servo triggering is working, but outputs 7 
and 8 are dead. So on hexacopter I can't use camera gimbal with servo trigger.
