NTPD and Merc cards are visible in cham, need confirmation on intended (if fixed, allow merc card to stay cham-able

Nothing NTPD should be visible in chameleon items, but merc is fine This may require a deep dig into chameleon code because I've heard that for some reason it checks for NoSpawn when finding items to switch to.
